美国国务院10月12日宣布，美国决定退出联合国教科文组织。根据相关条款，美国的退出将于2018年12月31日正式生效。几个小时后，以色列也表示要退出该组织。

The United States has formally notified the UN’s world heritage body Unesco that it is withdrawing its membership of the organization citing “continuing anti-Israel bias”.
美国已正式通知联合国教科文组织，因其“针对以色列的持续偏见”，将退出该组织。


The announcement by the Trump administration was followed a few hours later by news that Israel was also planning to quit the financially struggling cultural and educational agency.
美国政府宣布退出几个小时后，有消息称以色列也计划退出深陷财务困境的联合国教科文组织。


联合国教科文组织（the United Nations Educational, Scientific and Cultural Organization，UNESCO）成立于1945年11月，总部设在巴黎，目前有195个成员国（member states）和10个准成员国（associate members）。其宗旨是促进教育、科学及文化改革方面的国际合作（promoting international collaboration through educational, scientific, and cultural reforms），以利于各国人民之间的相互了解，维护世界和平。


美国国务院在当日发布的一项声明中称，美国决定退出联合国教科文组织的主要考虑包括不断增加的欠费、机构需要根本性改革及对该组织“针对以色列的持续偏见”的关切。

On October 12, 2017, the Department of State notified UNESCO Director-General Irina Bokova of the U.S. decision to withdraw from the organization and to seek to establish a permanent observer mission to UNESCO. This decision was not taken lightly, and reflects U.S. concerns with mounting arrears at UNESCO, the need for fundamental reform in the organization, and continuing anti-Israel bias at UNESCO.
2017年10月12日，国务院已告知联合国教科文组织总干事伊琳娜·博科娃，美国决定退出该组织并寻求与其建立永久观察员联系。这是慎重做出的决定，反映了美方对该组织不断增加的欠费、机构改革的必要性以及针对以色列持续偏见的关切。


The United States indicated to the Director General its desire to remain engaged with UNESCO as a non-member observer state in order to contribute U.S. views, perspectives and expertise on some of the important issues undertaken by the organization, including the protection of world heritage, advocating for press freedoms, and promoting scientific collaboration and education.
美方向总干事表达了愿意继续以非成员观察国身份参与联合国教科文组织活动的意愿，以在世界遗产保护、倡导新闻舆论自由、推动科研合作和发展教育等重要领域贡献美国的观点、看法及专业知识。


Pursuant to Article II(6) of the UNESCO Constitution, U.S. withdrawal will take effect on December 31, 2018. The United States will remain a full member of UNESCO until that time.
根据《联合国教科文组织章程》第二条第6款，美国将于2018年12月31日正式退出该组织。在此之前，美国将仍是该组织的正式成员。


2011年10月底，联合国教科文组织大会投票通过关于巴勒斯坦以成员国身份加入该组织的提案，美国和以色列对此表示不满，两国随后停止缴纳会费。因拖欠巨额会费，教科文组织在2013年11月宣布美国已失去在该组织内的投票权。


对于美国的退出决定，联合国教科文组织总干事伊琳娜·博科娃表示“非常遗憾”（profound regret）。


“This is not just about World Heritage,” she said, describing the withdrawal as “a loss to both the organization and the US”.
她表示，“这不仅仅与世界遗产有关”，美国的退出是“联合国教科文组织的损失，也是美国的损失”。


“At the time when conflicts continue to tear apart societies across the world, it is deeply regrettable for the United States to withdraw from the United Nations agency promoting education for peace and protecting culture under attack.This is a loss to the United Nations family. This is a loss for multilateralism.”
